I suggest that the admins keep a permanent list of cheaters on a thread in this forum.
Don't worry about retroactivating this list i.e. don't worry about putting all the past cheaters on it, just start it, make an anouncement, and go from there: I think trying to make it retroactive would make it too complicated and would overload the admins.
-Have this list categorized, say cton violations, settler sliding, non reports, gliding units, etc.
-If a player is put on this list under serious violations (settler sliding and not owning up to it in the game, gliding units) a certain number of times (2) then he or she is permanently banned.
-Otherwise the player has no other restrictions than he has now when he is boxed.
-If a cheater on the list changes his/her name, make note of it.
-Also keep the punishment etc. on the list as well, admins could simply just copy and paste from the current box black list to this thread so that the circumstances of the cheating can be understood.
This is my suggestion for the ladder, I think that it will prove to be a great detterent for cheaters in the ladder, but it is also forgiving because even though a cheater is caught, they aren't permanently banned unless they continue to do so....I don't think anyone would disagree with banning a cheater who continues to cheat AFTER being caught the first time.
Also this would show trends in reporting publicly, say for example someone is consistently late on reports, then all of his or her non-reports filed will be public, and maybe the list will get embarrasing and they will start reporting directly after matches...
There would be no disputes about if a cheater should be allowed back on the ladder or not, the rules are simple, and if you cheat, you do not belong on the ladder.
This would encourage honest players to stick with the ladder and maybe some old schoolers to reconsider and come back to us. I think we'd find that the ladder would become a more fair and fun place to play.
