Long penalties have next to no effect... People will only accept a certain amount of time away, otherwise they will simply try to slip back on the ladder or hijack usernames.

umm you guys: Ho Chi is fairly new to ladder (only a few months). He simply had idea of how it might be better and was offering it not to critisize admins but to help them out. There is no reason to attack newer players for offering their opinions. (and then we wonder why new ppl dont stay long geeeezzz ). Avo would much rather have players making nice, kindly-worded suggestions, as Ho Chi, did instead of ppl bitchingly posting insults bout why ladder sucks and what the admins supposedly screw up all the time. You may not like his idea - fine, just say so. Don't attack him for being willing to share it. Please don't discourage ppl from politely offering opinions and suggestions by making them regret they ever tried to help out.

Mz...I am sure his skin is thick enough to handle the few barbs thrown his way. and if you cant rip people you have never met...who the hell can you rip?
Besides its not that its a bad idea, its just that its a total waste of time and effort. No list has ever survived the test of time here. The only thing that has any longevity is the CCC and Lastride's "Having the last word" thread besides the fact no one would maintain the list (despite what they say now).. what goes on the list...those found guilty or those accused? How many people have actually been caught .. no doubt about it cheating? 3 maybe.
If we put the accused on the list then we all probably would be on there, because I think everybody has been accused of cheating at least once, and even if we do agree we have a cheater, CRZ for example...we list his name on here and of course if he comes back to play he is going to use the same name...doubt it.
Its a cold cruel world Mz, if people don't agree with what you say you are going to hear about it .

I believe Ho (or anyone) is free to make a "Permanent List of Cheaters" in this forum so long as the listed cheaters are documented as such. That means they must have been boxed or "banned" for cheating by the ladder administration.
This list should NOT contain a list of people suspected of cheating or accused of cheating. Listing people as cheaters based on accusations, whims or personalities amounts to unsubstantiated public accusation and will be dealt with HARSHLY by the admins (at least be me, if I have anything to say about it).
I guess the problem with "anyone" making such a list is that only admins have the option to modify posts on this forum. For now, if Ho wants to make a Permanent List of Cheaters," he will have to let me (or, if I fail, another admin) know who to add to the list. This still makes more work for your overpaid and under worked admins, but it should not be something that requires frequent modification,

The reason to ban a cheater is not only get rid off of him from ladder community but also send a warning to anyone thinking or attempting a cheat. If you are weak with penalties player will not respect rules. I think it would be a good idea to update the black list and put old and new caught cheaters so all knew who they were.
