The best thing to do with Vista is to turn off User Access Control, that will allow you as an Administrator Account to ignore much of he security in Vista that older programs(and Civ4 is only semi-compliant as well) do not know about. Unless your game knows to put every configurable file in the My Games area, you will have issues. Vista creates a virtual file area that makes these programs think they have access to the "windows" or "program files" folders when in fact it is a fake one they are writing too.
