nah rod, all u described is impossible to do with scen editor, i woukld need to reprogram civilization, but tahts another story ... It's not. U know when u edit/add a tech? So, u can put it as a non trade tech and not required for era advance. Than u go on commercial civs and put them starting with this tech... So u could add improvements and put they needing this tech. Same with any wonder, uu, worker job...

another thing needs to be discused, yesterday i played game with seed, i was wo res, could build tows only, he had oil rubber, he choke me, and i bombed his mechs to 1 hp with artilery and then attack with veteran tows, i lost 2 in row, i mean its sick to loose 2 veteran tows in row on 1 hp unfortified on grassland mech grrrr.... , then i got cruised and die ofcourse, cous i didnt had veterans i any more. here is my suggestion, need opinion of others, i was thinking to impruve tows attack to 14 or max 16, what u guys think of it?

if you change the attack to 14 then landings are alot harder to defend early, since alot of times its either a 1v1 or 2v2 situation with your tows

new changes in newfuture 1.4:
aquaduct generates +2 culture, u dont need to build temple if u wnt borders expand, still cities on rivers need temple
sub cruise is as strong as usual cruise but more expensive
forbidden palace cost 80 in ap (20 cheaper)
frigate upgrades to destroyer (propbly cost 75 gold or something)
hospital generates +50% taxes in city, combined effects of hospital and bank

new version, 1.5 aquaducts were too strong, so now i weaken it
aqaduct, 40, +1 culture batleship, +1 movement submarine, 40, +1 movement nuclear sub, 60, +1movement

Almost got caught with my pants down by some Speacial Forces bull crap This is a great scneario and opens up a heck of a lot more strategy and tactics and options. The amount of varied units u actually use in this game is amazing. This should become the new standard future scenario.

What we need is a better unti for those without resources. Before this scenerio..you could live a while drafting tows. Now units so cheap (sheaild wise) that those without any resources are royally fugged.

not true avo , attack units cost same as before(tank special forces 50, ma 60), cruises cost same, anyway u can only die to enemy with alu, if enemy got oil and rubebr and die, eatehr u doing something wrong or u have realy shity start, but i this case not even resources could help u live much longer. but y i agree with nonresource attack unit, beed discusing already, maybe marines should be resourceless
