Fellow Civvers,
One of the main selling points of our ladder is the accountability that we have to one another to finish a game to the end and report our losses. Althoughthe amount of non reported matches fluxuates from week to week, the overall amount of unreported matches is at an all time high. The Administrative Board has discussed this issue many times over the last several months regarding people abusing the system by not reporting their losses. We had hoped that friendly reminders on the main page would help, but it has not.
Therefore, if an adminstrator has to force a match report the consequences are as folllows:
1st offense- ugly bomb next to your name
2nd offense- 7 days in the penalty box
3rd offense- 14 days in the penalty box
4th offense- 21 days in the penalty box
5th offense- 28 days in the penalty box
Theoretically, if you choose not to report you losses to 5 people in one game, your done for the month.
Offenses will reset 30 days from the 1st offense, but this is subject to change and can be modified at any time.
Remember, if you report your match before it is forced, it will not count as an offense.
We take this issue very seriously and so should you.

Well done admin team! This is a necessary escalation of punishments and thus will make more people take prompt reporting seriously.

Will there also be a rule concerning those players who play with people who are in the penalty box, on the understanding that they will report the matches when they get out? I know this is a common practice for some penalty-box residents.

this doesnt refer to a specific situation, but it occured to me, the biggest pain of unreported matches is sending a 'polite' email to the offender, then waiting a day and then filing a non-report.
in effect, people can just wait till they get official email then report - ie. force u to bother enought to email and then report
i'd like to see some kind of punishment for consistent requirement to send out emails and file non-reports before they 'voluntarily' report

God, I use to send those polite emails all the time. I think by my third month on the ladder, I had sent out about 30 or so.

ah, thought u was supposed to email them first
thought the procedure wasy wait 24 hrs for them to report, send an email, wait 24hrs for response then send non report
think i'll skip the email then....

The polite email is nice but not required, giving them 24 hrs is required, we often get non-reports from people 2 hrs after the game finished, all this does is waste the time of the admins and annoys both the admins and the other player.

Might not want to skip the e-mail if the other player is a long-time, respected Ladder member. People really DO forget once in a while. Otherwise, I'm with ya - if Joe Blow Noob hasn't reported within 24 hours, it's probably likely he's not going to. Believe me, the admins dislike non-reporters as much as you do.

The issue of rules to deal with player playing games during a suspension is under discussion by the Admin team.

Epic's are still covered by the same "don't quit" rules as any other game.
"2. DON’T QUIT GAMES: Players must make every reasonable effort to complete a game once it is begun. If you voluntarily quit a game, whatever the reason, you must report a loss to every remaining player in the match. Sometimes, however, the realities of the game and the Internet cause player’s computers to freeze, lag out, or crash thus involuntarily disconnecting them from a game. Because of the length of time and commitment involved in a typical CIV3 game, to be fair, and to promote good sportsmanship, we have a 1 drop/alibi policy. This means that each player (including the host) gets one penalty-free disconnect from the game. "
I would rule that in the case of an Epic any player that makes no effort to resume an Epic faces the same "forced report" proceedure as any other ladder game.

Dont care so much about the reports, its the 5 or more other people who are inconvenienced by rearranging their schedules to reconvene... passing on other games in the hope of playing a full ( 4 ages ) game,only to get a scrapped game for their effort.
Report penulties often apply, but people still get left high and dry, and dissilusioned with anything more than that same old 90 turn game.
