It is a darn nice wonder to have though. I love waging war in a democracy and this wonder helps a lot.
Of course, as mentioned, this really only applies to SP or maybe an epic.

I have noticed that you send a galley out to monitor incoming threats you have to blockade the entire area or repeatedly press space bar on that guy every turn to really keep track. Whenever I press 's' or try to sentry them the enemy vessels will go right by without any kind of waking up by my units.
You guys notice this? Is this just on sea vessels? How can you set it to wake the stupid boats up? Or am I just imagining this somehow?

The problem with the sentry command is that the sentry command is designed for SP. At the beginning of each turn, if a unit is sitting right by your sentried unit, it will snap you to the scene. The problem is, the sentry-check is only at the start of the turn, and only if a unit is sitting right next to it.
For now at least, there is almost no use for sentry in MP.

through the advanced function menu(I use this term lightly) there is a sentery for friendly and/or non friendly units(two seperate 'buttons'). Perhaps this is applicable here?

It doesn't fix the inherent problem of when the check occurs, just what units the check will trigger on.

If you have conquered cities that have exp/rel wonders in them and then later build ANY wonder, that will trigger your Golden Age. Whenever you build a wonder, the game checks to see if you control Golden Age-wondertraits; if you do and haven't had your GA yet, bang, there you go.

If you have much higher culture rating, but is strangling some enemy capital to death, should one still be worried about building too close to the other guys capital due to cultural swap?

I dont believe so.. If they have very little culture and you build right on their border, I would just build a temple soon... Maybe you can swap them.

Assuming no lighthouse in ancient times, is there more of a chance of sinking in ocean compared to sea squares for galleys?

i dunno,,, but ive found that a unit on the galley increases the chance of sinking tenfold

Hrath- as far as I know, there is no greater chance of sinking in ocean as sea squares... nor a greater chance if the boat is loaded or not.
